Completely Remove Dnsioweb.net Homepage - Get Rid of Dnsioweb.net Search

My default search has been set by malware to Dnsioweb.net , and on the settings section though I am an admin , it says that I cannot change it , as it is controlled by admin, I have tried to uninstall and install chrome , it doesn't helped, I have tried to search for extensions and plugins causing the issue but have not found any suspicious extensions. Help, how can I remove it?
